This report was prepared on the initiative of the NASC Steering Group. The report attempts to identify what a strategic or regional planning approach means for the type of organisations which NASC brings together. It endeavours to provide advice and guidelines on how such an approach might be implemented.

The report suggests the development by Regional Authorities of selective regional planning guidelines to address the issue of balanced regional development.
